James L. Harman, 58, was arrested Monday by Fort Smith police for failing to register as a sex offender after a recent move to Fort Smith.

The Fort Smith Police Department arrested a former resident of Waldron in Scott County on Monday for failing to register as a sex offender after a recent move to Fort Smith.

In the fall of 2016, Harman moved to a residence on Perismmon Hill Road in Waldron just having been release from prison.

On Monday, Harman was arrested in Fort Smith and gave a local address, leading to the felony charges for failing to register.

Convicted in July 2003, of sexual assault in the second degree and failure to report a change of address as a sex offender charges after being arrested in September 2002, Harman was also arrested in October 2016 for another felony, a Class D aggravated assault charge.

A sexually violent predator, who was convicted of engaging in sexual contact with a 7-year-old girl, has moved to Scott County, according to the Scott County Sheriff’s Office.

Harman is a convicted level four sex offender. Level four sex offenders have a habitual or serious pattern of offending and are deemed sexually violent predators under Arkansas statutes.

In 2003, Harman was convicted for the assault on the 7-year-old. He drew 168 months of jail time with another 144 months suspended by 12th Circuit Court Division 6 Judge James O. Cox.
